7.1 How far is the elected government able to influence or control those matters that are important to the lives of its people, and how well is it informed, organized and resourced to do so? 7.2 How much public confidence is there in the efficiency of government and its political leadership? 7.3 How effective and open to scrutiny is the control exercised by elected leaders and their ministers over their administrative staff and other executive agencies? 7.4 What is the extent and effective are the powers of the legislature to open, examine and amend the law? 7.5 How extensive and efficient are the powers of the legislature to scrutinize the executive and hold it to account? 7.6 How rigorous are the procedures for approval and supervision of taxation and public ( Publicity PR ) expenditure? 7.7

How comprehensive and effective is legislation giving citizens the right of access to government information?

Here’s a little secret that should help clear things. If it were truly simple to implement BPMS, why don’t all BPMS vendors run their own software in-house? A majority of them don’t ,you know. If it is too difficult for people who make it what about your chances? This argument ( Corporate communications ) does not close the door on the possibility of your installing and benefiting from BPMS, but it should raise the bar on the decision. You want to get the best package you can get, one that has a track record of actually being used by companies like yours.
